Although it’s all but confirmed at the time of writing, it was most likelyShamrock who met with the 5 Eldersin Chapter 907, perhaps wanting to talk about Loki, which was a scene that got the ball rolling on this theory in the first place.

At the current moment, it’s unknown if Shamrock has eaten a Devil Fruit or not. However, his power besides this fact can be surmised by contextual analysis. Seeing how Lineage Factor is a huge determinant when it comes to how strong someone can be, Shamrock can easily be among the most powerful characters in the series, seeing as how he is theson of the legendary Figarland Garling and the brother of Shanks, who many consider to be the modern equivalent to Roger himself.

However, when the evil twin theory started to become popular, fans began to think that this person was now speaking about either Luffy or Shanks himself. However, after Chapter 1137, it’s all but confirmed that they may have been talking about Loki.
The real reason why Shamrock and Gunko made their way to Elbaf was to enlist Loki into the ranks of the Gods' Knights.
