The theory of Shanks having an evil twin who is allied with the World Government has existed within the fandom ever since the Wano arc was still airing. Although it’s all but confirmed at the time of writing, it was most likelyShamrock who met with the 5 Eldersin Chapter 907, perhaps wanting to talk about Loki, which was a scene that got the ball rolling on this theory in the first place.
Due to this amount of speculation, fans had already believed that Shanks actually has a twin who met with the 5 Elders instead of the Yonko himself, so much so that this became one ofOne Piece’sbiggest theories. Chapter 1134 ended on a rather ominous note, where a pentagram appeared inside the ruined castle of Elbaf’s Royal Family, showing 2 mysterious individuals. One was a girl whose face was wrapped in bandages and the other seemed to be Shanks himself.

The implications of who this character is as well as how strong he may be are a ton of fun to speculate on. Shamrock’s Strength And Plan
How Strong Is He and What Does He Plan To Do?
At the current moment, it’s unknown if Shamrock has eaten a Devil Fruit or not. However, his power besides this fact can be surmised by contextual analysis. Seeing how Lineage Factor is a huge determinant when it comes to how strong someone can be, Shamrock can easily be among the most powerful characters in the series, seeing as how he is theson of the legendary Figarland Garling and the brother of Shanks, who many consider to be the modern equivalent to Roger himself.

In Chapter 907, it was revealed that ‘Shanks’ wanted to speak to the 5 Elders about a certain pirate who everyone believed to be Blackbeard initially. However, when the evil twin theory started to become popular, fans began to think that this person was now speaking about either Luffy or Shanks himself. However, after Chapter 1137, it’s all but confirmed that they may have been talking about Loki.
The real reason why Shamrock and Gunko made their way to Elbaf was to enlist Loki into the ranks of the Gods' Knights.
