Summary
Zoro is one of the strongest swordsmen in theOne Pieceworld, and certainly an incredibly adept user of Haki. Zoro learned Haki during the time skip under the guidance of the World’s Greatest Swordsman, Dracule Mihawk. It is clear for the fans to see has excelled tremendously over the years.
Not only is he a master of Observation and Armament Haki, but, thanks to Enma, Zoro has now managed to tap into Conqueror’s Haki as well. In the Wano arc, Zoro upgraded upon his Haki, but now, in Egghead, it is clear that Zoro’s Haki is not the best inOne Piece, and Zoro still has ways to go.

9Yamato
The Child of Yonko Kaido
Contrary to popular belief, Yamato has tremendous control over Haki. This should not come as a surprise to any fan, given that Yamato is Kaido’s own child and one of the mightiest fighters in the One Piece world. Whereas Zoro faltered in battle against Kaido, Yamato was able to stand in battle for an extended period of time and hold him back.
Unlike Zoro, Yamato is a master of Conqueror’s Haki and can actually utilize this power for an extended period of time. Meanwhile, Zoro only has a few minutes with Conqueror’s Haki at best, and then, his own life could be threatened by the sword that he wields, Enma.

8Rayleigh
The Dark King
Despite being old, Rayleigh was deemed by Garp to be on the same level as the Emperors. In fact, even Blackbeard chose to not engage with him in combat on Amazon Lily. Rayleigh has great control over advanced forms of both Armament and Conqueror’s Haki.
Although not as strong as an Emperor in his old age, he can hold his own against just about anyone in the series. Zoro, despite being strong, has not taken his Haki to that level yet.

7Sengoku
The Former Fleet Admiral
Sengoku is one of the only two Marines known to be strong enough to utilize Conqueror’s Haki. Clearly, Sengoku is a threat that could even hold his own against the likes of the Pirate King, Roger. Similarly, Sengoku could also hold his own against Whitebeard, the strongest man in the world, given that these two do seem to have had some sort of rivalry.
The fact that Sengoku has a powerful Mythical Zoan Devil Fruit only boosts his physical attributes even further, and gives him special powers. Clearly, Sengoku’s Haki was absolutely next level, given that he was able to match monsters in combat. What’s more, even though he is old right now, he doesn’t seem to be suffering from any health-related issues. Though Sengoku is far beyond his prime, his Haki should still be far above the level of Zoro.

6Garp
The Marine Hero Who Rivaled Roger
Garp is an absolute monsterwho is held in legendary light in the One Piece World. In fact, he is almost believed to be a myth, having been termed the Marine of Legends by many pirates. Despite being very old, Garp’s Haki is strong enough to destroy towns in a single punch, as was seen on Egghead.
Garp’s Conqueror’s Haki is not at its best, but it is still leagues above that of Zoro, and the Straw Hat swordsman will still have to train his powers more if he is to reach that level.

5Mihawk
The Strongest Swordsman in the World
The World’s Greatest Swordsman, Mihawkis at the peak of his powers, given his age, and he is also believed to be one of the mightiest Haki users in One Piece. Although he does not have the power of Conqueror’s Haki confirmed for him, fans know that any individual around the same tier as Yonko, especially someone that Zoro dreams to defeat, has access to all forms of Haki on a very high level, likely comparable to the likes of the Yonko.
Clearly, any Yonko-level Haki user is above Zoro when it comes to the manipulation of this ability, and that goes without saying. He’s clearly not the strongest Haki user inOne Piece, but he is still better than Zoro.
4Blackbeard
A Yonko of the Sea With Impressive Haki
Just like Mihawk, Blackbeard does not have Conqueror’s Haki confirmed for him. However, it would be foolish for fans to assume that he does not have this power. Blackbeard is one of the greatest conquerors of this era and, at the same time, one of the biggest threats inOne Piece.
Despite having two mighty Devil Fruit abilities, those being the Yami Yami no Mi and the Gura Gura no Mi, they are not his only weapon. Blackbeard likely has access to high-level Conqueror’s Haki, as is expected of an Emperor. He will most likely showcase this power soon enough, and fans need not think twice about coming tothe conclusion that his Haki is far superior to Zoro.
3The Five Elders
Immortal Individuals With Powerful Haki
The Five Elders are some of the mightiest Haki usersinOne Piece. All of them utilize all three types of Haki, and they can even utilize advanced forms of it. In fact, their Haki is so great that it was felt all over Egghead Island and surprised even the likes of Zoro and Jinbe.
Due to them being master manipulators of Haki, it is no surprise to know that their level of control over the skill surpasses that of Zoro.
2Luffy

The captain of the Straw Hat Pirates, Luffyis a masterful user of Haki. In fact, even without utilizing the power of Gear 5, Luffy is a mighty fighter who can stand his ground against Emperors.
Luffy’s usage of Conqueror’s Haki, especially after defeating Kaido, is on the next level. He is, by far, one of the best haki users of the current era.
1Shanks
The Strongest Known Haki User Right Now
Undoubtedly, the strongest Haki user inOne Pieceright now isnone other than the Yonko Shanks. Shanks’s usage of Haki is absolutely immense and clearly on the next level. Having been a great user of this power ever since he was around 13 years of age, it is no surprise that he has gained masterful control over this ability.
The feats that he has pulled off using Haki inOne Pieceare all mind-blowing and clearly make him the mightiest user of this power in the Final Saga. Zoro has good control over Haki, but to Shanks, he’s no different from Eustass Kid.
