A Fan Theory Is Confirmed By Oda
The Individual Speaking to the Gorosei is Shamrock and Not Shanks
Recently, Oda has confirmed a very long-running fan theory in the fandom. The fan theory has to do with the individual who was seenspeaking to the Gorosei, also known as Five Elders, during chapter 907 of the One Piece manga.
On the surface, this person seemed to be Shanks, as the person looked just like him. However, recent developments in the Elbaf arc have shown that that individual is not Shanks, but his twin brother, a man named Shamrock Figarland.

Shamrock and Shanks look identical, apart from some differences, such as their clothes, and their hairstyles. Compared to Shamrock, Shanks also has a scar on his face, and a missing arm.
Who is Shamrock Figarland?
The Leader of the Holy Knights
Shamrock Figarland is a powerful individual, just like his twin brother Shanks. The full extent of his power isn’t exactly clear yet, but he will be nothing short of overpowered, surpassing many menacing characters fans have already seen in action.
Shamrock is a Celestial Dragon, and specifically, the Commander of the Holy Knights, a powerful group of Celestial Dragons with power few can match.

Shamrock is the son of Garling Figarland, who is currently a part of the Five Elders, rising to the position after Saint Saturn was killed off by Imu.
We will bring Elbaf to heel, no matter what! – Shamrock Figarland
