One Piece’sElbaf Arc has the fans on the edge of their seats for many reasons, with the biggest of them all being the appearance of a certain someone whom fans had been waiting to see for ages. This person was first introduced in the story long ago, chapter 907, to be specific, and has since then been on the sidelines.
With the beginning of the Final Saga, fans knew that he’d get more involved and given all the teasing Oda did in the Egghead arc, his involvement in the plot was more than certain. With the beginning of the Elbaf arc, it is clear now that this character is central to the story, and as many fans might’ve guessed already, this individual is none other than the look-alike of the Red Hair Shanks, who serves in the Holy Knights.

Shanks’s Twin And His Introduction
Up until the unfolding of the recent events in Elbaf, fans didn’t know that Shanks’s twin truly existed. Of course, there were always theories floating around about this character and his connection to the Emperor Red Haired Shanks, but quite a lot of fans refused to acknowledge his existence, and many had other doubts. Regardless, the Elbaf arc ofOne Piecehas officially clarified the fact that Shanks actually does have a twin and that this person works for the World Government and is among the Holy Knights.
In One Piece chapter 907, fans sawthis character visit the Five Eldersin the Room of Authority within the Pangea Castle in the Holy Land of Marijoa, and the purpose was to talk about a certain pirate.

I want to talk to you about a certain pirate! – Shanks’s Twin
Back then, most fans simply assumed that this character was none other than Shanks and that the idea here was that Shanks wanted to talk about Blackbeard’s recent erratic movements. Now, however, it is clear to the fans that Shanks had nothing to do with the meeting in Marijoa and that this person was none other than Shanks’s own twin.

In One Piece chapter 1134, Shanks’s Twin made his way to Elbaf, and there, he was seen out on a particular mission. The goal is to find and get to Loki, the Accursed Prince of Elbaf, for a specific cause. The cause appears to be to recruit Loki in the ranks of the Holy Knights, and work alongside him. Clearly, tales of Loki’s strength must’ve traveled far and wide as it doesn’t appear to be a surprise to anyone that Loki is strong. This also makes sense, given that the World Government placed a very high bounty on Loki, 2.6 billion berries, to be specific, without him even being a pirate.
How Oda Hints At Shanks’s Twin’s Strength
Shanks’s Twin Is Teased To Be Strong Enough To Take On Loki
As a member of the Holy Knights, fans already know that Shanks’s twin is set to be very powerful. He’s one of the mightiest individuals in the world of One Piece and for good reason. The Holy Knights is an elite order that even Dragon is wary of. According to Dragon, attacking Marijoa and declaring war means nothing. The real war begins when the Holy Knights decide to make their move.
Our real war will begin once the Holy Knights are mobilized! – Dragon

Clearly, Dragon is wary of their strength, which goes to say that they are powerful enough to fight and compete against the Revolutionary Army. If Dragon’s world wasn’t enough, then fans need to consider Akainu’s words, who was worried about the involvement of the Holy Knights in the affairs of Marijoa following the Reverie, because their authority is greater than his own or that of any other Marine.
But, portrayal through positions isn’t the only way Oda has hinted at Shanks’s twin’s strength. As it has officially been confirmed that Shanks’s twin is in Elbaf to secure the services of Loki for the Holy Knights, the consensus is that he leads the Holy Knights at this point in time.
This is especially true given that the formerSupreme Commander of the Holy Knights, Saint Garling Figarland, is now an Elder. As such, Shanks’s brother was likely made the new head of the clan, and with that, given higher authority.
If they successfully managed to court Loki, then he’d be under Shanks’s twin, which, more often than not, would indicate that Shanks’s Twin is the stronger of the two.
Furthermore, the Holy Knights were chosen for this mission for a reason. Had they not been strong enough to handle Loki, they wouldn’t have been sent to Elbaf alone. If that isn’t enough, then fans simply need to consider the threat put out by the Holy Knights in One Piece chapter 1136, where they told him they would kill him and his pet if he didn’t comply. If they have the power to kill Loki, they’re definitely strong enough to stand their own ground against them in battle.
Is Shanks’s Twin Yonko Level?
Shanks’s Twin Is Likely On The Same Level As The Yonko
Given that Loki has a special bounty of 2.6 billion berries, which is higher than what Blackbeard had upon first becoming an Emperor, fans can safely come to the conclusion that Loki is Yonko level and strong enough to actually destroy the world as he claims. For Shanks’s twin to be confident of beating such an individualsuggests that he has a very high level of strength, or at least comparable power. If Loki is Yonko level, which is most certainly confirmed by this point in the story, then it goes without saying that Shanks’s twin is as strong as the Emperors as well.
It is only a matter of time before Shanks’s twin gets the chance to unleash his full strength, and when he does, he’s going to shock all the fans with the level of power that he possesses. It must be remembered that Oda has been teasing this character morethan any other God’s Knight, which means that Oda had special plans for him down the road.
Right now, fans simply have to sit back and let the events of the Elbaf arc play out so as to get the chance to see Shanks’s twin in full-blown combat and be given a glimpse of his strength, including his Haki, or any potential Devil Fruit or Yokai ability. It is only a matter of time before that happens as Luffy is already on his way to where the intruders currently are and an all-out battle is set to break out soon.
