Unlike most devil fruits,the Hito Hito no Mi, Model: Nika, holds a much deeper significance. At first glance, it appears to be a simple mythical Zoan, granting its user rubber-like properties. If the warriors of Elbaf were to join forces with Luffy or the revolutionary army, it could tip the balance of power in a way that not even the holy knights or admirals could contain.Hence, this looming threat has forced the World Government to activate the holy knights to tackle the issue before it escalates.
Also, the most crucial piece in this equation is Prince Loki, who is currently chained in the underworld for his past atrocities in the kingdom. While little is known about him, one thing is certain, whoever gains his allegiance will potentially gain a strong warrior and the entire military might of Elbaf. The government know this, so they deployed holy knight Gunko and Shamrock to convince Loki to join the Celestial Dragons by force. Also,there is the possibility of Loki siding with Luffy. Luffy’s charisma and history of befriending powerful figures suggest he could win Loki’s support, especially if Loki resents the World Government.
