Advanced Idea Mechanics, or A.I.M., is a group of genius-level scientists with a thirst for power and control. Originally part of Hyrda, Baron Wolfgang Von Strucker created them to acquire and develop powerful weapons and equipment to help Hyrda take control of the world.
In the 21st century, appearing as an ordinary organization, A.I.M became a key player in providing the United States military with weapons and technology that would earn them great influence and power in the U.S. government. Using their advanced technology, they are constantly causing issues for the Avengers and other Marvel heroes.

Intelligencia is perhaps the most intelligent team in this ranking, with genius-level members like M.O.D.O.K., the Leader, and Doctor Doom. The team originally came together to simply share information about various Marvel heroes to help them achieve their own goals, but later they joined together as one cohesive team with goals for world domination.

After former Hydra scientist, Baron Zemo learned of the return of Captain America, he was outraged and set out to form a team that could take him and the other Avengers down.
After the original team was defeated, there have been multiple new iterations of the Masters of Evil with powerful members likeUltron, Abomination, Absorbing Man, Enchantress, Executioner, Morg, and Wonder Man. With these powerful villains and evil geniuses like Doc Ock, Klaw and Thunderball, the Masters of Evil are a force to be reckoned with.

After the Skrull invasion of Earth, Norman Osborn became the leader of the United States. With his newfound power, he disbanded S.H.I.E.L.D. and replaced it with H.A.M.M.E.R., an organization of which he was the director. As the director of H.A.M.M.E.R., Norman began to recruit his new team of Avengers.
He recruited villains and made them appear like heroes, with the likes of Bullseye as Hawkeye, Venom as Spider-Man, and Moonstone as Ms Marvel. He also recruited Ares and Sentry, with Sentry being one of the most powerful beings in Marvel. With his newly formed team and other members joining shortly after, Norman created one of the most powerful evil teams in Marvel history.

The Oldest Evil Team In The Marvel Universe
Despite popular belief, Hyrda is perhaps the oldest evil team in Marvel, starting millennia before the most recent reincarnation out of Nazi Germany. Before the age of man, a group of evil aliens arrived on Earth with the sole purpose of bringing about evil. They planted a seed that would go on to corrupt the human mind, birthing the first iteration of Hyrda.
Dating back to 2620 BC, Hyrda has been causing issues and attempting world domination for thousands of years. The most recent version of Hyrda was supposedly defeated during WW2 but managed to survive and gain power throughout the world. Now they are an Avengers-level threat, and extremely powerful.
4Brotherhood of Evil Mutants
The Most Understandable Evil Team In Marvel
The Brotherhood of Evil Mutants was created bythe Master of Magnetism, the Omega-level mutant, Magneto. After years of aggression, hatred, and abuse by humans, Magneto decided it was time for the Mutant kind to stand up for themselves and become the world’s true rulers.
Over the years, there have been many extremely powerful members, like Magneto, Scarlett Witch, Quicksilver, Juggernaut, Exodus, Shadow King, Omega Red, and even Professor X. With such powerful members, the Brotherhood of Evil Mutants could easily be a world-ending threat if it wasn’t for the X-Men keeping a watchful eye.
3Horsemen of Apocalypse
The Children Of Apocalypse
Horsemen of Apocalypse were originally the sons and daughters of En Sabah Nur (Apocalypse) and Genesis. These children went by the names of Pestilene, War, Famine, and Death and were all Omega-Level mutants, acting out the will of their father. Although the original Horsemen were drafted, Apocalypse would go on to recruit even more powerful members.
Apocalypse would create several instances of his Horsemen over the years, recruiting powerful members like Sentry, Mr Sinister, Hulk, Wolverine, Deathbird, Polaris, and more. These members are powerful enough as it is, but as Horsemen of Apocalypse, their powers get amplified making this team one of the most formidable evil teams in Marvel history.

The Black Order is a group of highly skilled alien warriors forcibly recruited bythe Mad Titan, Thanos. Thanos would take these warriors and bend them to his will, training them into some of the most skilled fighters in Marvel and arming them with some of the most durable armor and dangerous weapons in the universe.
The Black Order has some of the most powerful villains in all of Marvel, with members like Thanos himself, Black Dwarf, Corvus Glaive, The Challenger, Ebony Maw, Proxima Midnight, Supergiant, Black Swan, and even the Asgardian Goddess of Death, Hela.

The Illuminati, But Somehow Worse
When the Illuminati couldn’t follow through with their plans to destroy an alternate universe to save their own, Namor secretly formed his team known as the Cabal, and set out to destroy any possible incursions. The original team consisted of Namor, Norman Osborn, the White Queen, Loki, Dr Doom, The Hood, and Taskmaster.
Namor later went on to recruit other members like Thanos, Corvus Glaive, Proxima Midnight, Terrax, Black Swan, Maximus, and The Maker (An evil version of Reed Richards). Together, this newly improved team goes on to destroy countless other universes across the Multiverse in a bid to save their own. Although they might not have the most raw power in this ranking, their ability and intelligence allowing them to destroy entire universes in the blink of an eye makes them the strongest evil team in all of Marvel.
